Editor Document Classification

The overall classification of your request is automatically set based on the network classification. When accessing from the unclassified network, the classification is set to unclassified.

When beginning a new certification request, the Special Handling Instructions box is greyed out and unavailable. However, if special handling instructions exist in a previously uploaded document, they will carry over to the request. Be aware that if Uncontrolled Unclassified Information (UUI), Controlled Unclassified Information (CUI), or Limited Dissemination controls are selected, any existing Special Handling instructions will be cleared

Uncontrolled Unclassified Information (UUI) is now available as an option in the Handling Instructions box. UUI refers to information that is not covered as protected by Executive Order 13556 or classified information authorities but must still be handled in accordance with Federal Information Security Modernization Act (FISMA) requirements.

Controlled Unclassified Information (CUI) can also be selected in the Handling Instructions box. CUI Basic and Specified categories will be displayed in the banner, and the banner must include at least one CUI Category. Although limited dissemination controls are optional, you can select multiple controls if needed. If you select DL ONLY, you must enter data into the associated memo field. For selections of REL TO [USA, LIST] or DISPLAY ONLY [USA, LIST], the USA must be selected first, followed by other countries in alphabetical order.

CUI Category Markings

EL-CID Online provides 16 CUI Category Markings that you can select. Note that only one CTI Category can be selected at a time. The available categories include:

If you select CTI as a Category Marking, you will be required to select a CTI Distribution Statement. Only one Distribution Statement can be chosen, and additional information such as the Reason, Date of Determination, and Controlling DoD Office is required for Distribution Statements B through E. For Distribution Statement F, only the Date of Determination and Controlling DoD Office are needed.

Limited Dissemination Controls

EL-CID Online also offers seven Limited Dissemination Controls. These include:

No Foreign Dissemination (NOFORN)

Federal Employees Only (FED ONLY)

Federal Employees and Contractors Only (FEDCON)

No Dissemination to Contractors (NOCON)

Dissemination List Controlled (DL ONLY)

Authorized for Release to Certain Nationals Only (REL TO [USA, LIST])

Display Only (DISPLAY ONLY [USA, LIST])

When selecting DL ONLY, you must enter individuals, organizations, or entities into the provided memo field, and these entries will be included in the banner. For REL TO [USA, LIST] and DISPLAY ONLY [USA, LIST], you can multi-select countries, with the USA being listed first.

Finally, you must indicate whether Business Identifiable Information (BII) exists by selecting "Yes" or "No." This selection is mandatory to proceed to the next page.
